Your question depends upon whether you are referring to the Law received by Moses (1 John 3:4) or by a Christian's standard (1 John 5:17): "Whosoever committeth sin transgresseth also the law: for sin is the transgression of the law. " (1John 3:4, KJV unless otherwise noted) "All unrighteousness is sin: and there is a sin not unto death." (1John 5:17) The Christian standard is much higher because it is based on the spirit and not the letter. Christians are having God's Law written in their hearts (Romans 2:14-15) by God changing our nature. " . . . for when Gentiles, who do not have the law, by nature do the things in the law, these, although not having the law, are a law to themselves, who show the work of the law written in their hearts, their conscience also bearing witness, and between themselves their thoughts accusing or else excusing them . . ." In Matthew 5, Christ reveals even having wrong thoughts are a sin because it is a matter of the heart or love (Romans 13:10): "Ye have heard that it was said by them of old time, Thou shalt not commit adultery: But I say unto you, That whosoever looketh on a woman to lust after her hath committed adultery with her already in his heart."
