Q. What does the Bible say about a man or woman that masturbates? If it is a sin then how is the sin committed?

A. Your question depends upon whether you are referring to The Law received by Moses (I John 3:4) or by a Christian's standard (1 John 5:17):
"Whosoever committeth sin transgresseth also the law: for sin is the transgression of the law. " (1John 3:4, KJV throughout)
"All unrighteousness is sin: and there is a sin not unto death." (1John 5:17)
The Christian standard is much higher because it is based on the spirit and not the letter. Christians are having God's Law written in their hearts (Romans 2:14-15) by God changing our nature (I Peter 1:4). In Matthew 5, Christ reveals even having wrong thoughts are a sin because it is a
matter of heart or love (Romans 13:10).
"Ye have heard that it was said by them of old time, Thou shalt not commit adultery: But I say unto you, That whosoever looketh on a woman to lust after her hath committed adultery with her already in his heart." (Matthew 5:27-28)
"Love worketh no ill to his neighbour: therefore love [is] the fulfilling of the law." (Romans 13:10)
Since we are human (in the flesh), we all sin (Romans 3:10):
"As it is written, There is none righteous, no, not one:" (Romans 3:10)
