Ulai was a river in Elam. The prophet Daniel was given a vision where he, near the river, saw a ram and a goat. After the vision ceased he heard someone near the Ulai command the archangel Gabriel to reveal its meaning.

Belshazzar, son of the Babylonian king, is the person who viewed the famous "handwriting on the wall." While he was feasting using vessels taken from Jerusalem's temple, a miraculous hand wrote the following upon a wall, "Mene, Mene, Tekel, Upharsin."
Daniel the prophet, who interpreted the writing, revealed that the words foretold Babylon's fall as an empire and the rise of the Persians to take their place.
